In 1972, in Okinawa, just before its reversion to Japan, a cash transport vehicle carrying one million U.S. dollars in bills was attacked, and the money vanished. Fearing that failure to carry out the yen-dollar exchange in full could develop into a Japan-U.S. diplomatic dispute, the Ryukyu Police formed a special task force to resolve the matter in secret. Appointed as the team leader is Maeda (Issey Takahashi), who has returned to Okinawa after being dispatched to the Tokyo Metropolitan Police Department. The task force consists of only five members, including Yonaha (Munetaka Aoki), the Investigation Division 1 team leader who was Maeda's classmate but sees him as a rival, and Tamaki (Kaoru Kobayashi), a veteran nearing retirement. The time limit for solving the case is the 18 days until Okinawa's reversion to Japan. As the investigation proceeds, the situation twists and turns, involving Okinawa's business circles, local gangs, and even people connected to the U.S. military.
